The stakeholder discussion forum, which commenced on 2nd October 2025, featured a series of focused group discussions covering key thematic areas such as Trade Logistics, Trade Facilitation, Standards & Sustainability, Trade Promotion and Market Linkages, and a Private Sector Roundtable.

The initiative aims to modernize Sri Lanka’s previous National Export Strategy (NES) and develop a more comprehensive and adaptive National Export Development Plan, incorporating lessons learned from past initiatives while responding to evolving global trade dynamics.

A member company of FTZMA, Dipped Products PLC (DPL), marked its 50th anniversary by recognizing rubber latex smallholders whose long-standing partnership has been vital to the company’s success and to Sri Lanka’s export economy.

The celebration took place in Monaragala, one of the country’s most important rubber latex collection regions, and brought together rubber smallholders, latex collectors, Smallholder Entrepreneur Associations, transport partners, DPL leadership, and employees.

This milestone event highlighted the enduring collaboration between DPL and the rural communities that form the backbone of the nation’s natural rubber supply chain. Through continuous engagement and empowerment of smallholders, DPL has strengthened both the sustainability and inclusivity of Sri Lanka’s manufacturing and export sectors.

FTZMA congratulates Dipped Products PLC for this remarkable achievement and for its ongoing contribution to the country’s industrial and export growth.

The Free Trade Zones Manufacturers Association (FTZMA), together with the National Chamber of Commerce of Sri Lanka (NCCSL) and the Sri Lanka Chamber of Small and Medium Industries, has jointly filed a writ application before the Court of Appeal challenging the decision by the Inland Revenue Department (IRD) to commence collecting Value Added Tax (VAT) from October 1, without first implementing the legally mandated automated VAT refund mechanism.

The chambers have emphasized that the removal of the Simplified VAT (SVAT) scheme and the immediate commencement of VAT collection—without a functioning refund system—poses severe cash flow challenges for exporters and manufacturers, potentially undermining Sri Lanka’s export competitiveness.

FTZMA remains committed to safeguarding the interests of its members and the wider manufacturing community, advocating for a fair, transparent, and practical tax environment that supports sustainable industry growth and international competitiveness.

The risk of factory closures, job losses, and declining foreign investment looms large. FTZMA, representing over 300 enterprises in Sri Lanka’s Free Trade Zones, has already convened an emergency session to explore protective measures.

FTZMA’s Strategic Recommendations

To address this economic challenge and ensure long-term trade stability, FTZMA urges the Sri Lankan Government to act swiftly, strategically, and wisely. Proposed actions include:

  1. Reciprocal Tariff Reductions: Negotiate mutual tariff relief with the U.S.

  2. Comprehensive U.S.-Sri Lanka FTA: Establish long-term, fair trade agreements.

  3. Increase Imports from the U.S.: Especially raw materials to balance trade.

  4. Diversify Export Markets: Reduce dependency on the U.S. by expanding to EU, ASEAN, and South Asia.

  5. Strengthen Domestic Competitiveness: Invest in technology and sustainability.

  6. Leverage GSP Benefits: Pursue special concessions under the Generalized System of Preferences.

  7. Public-Private Collaboration: Align government policies with private sector strategies.

  8. Attract U.S. Investment: Offer incentives for American companies to invest in Sri Lanka.

As the global trade landscape evolves, FTZMA stands at the forefront—leading the charge to safeguard Sri Lanka’s export sector and economic stability. The time to act is now.

In response to a sweeping 44% reciprocal tariff introduced by former U.S. President Donald Trump, the Free Trade Zone Manufacturers Association (FTZMA) warns of significant economic repercussions for Sri Lanka’s export-driven industries.

FTZMA Chairman Mr. Dhammika Fernando emphasized that Sri Lanka—despite being a non-aggressor in the global trade conflict—now faces an unprecedented threat to its key export sectors including apparel, tea, rubber, gloves, tyres, coconut products, cinnamon, and gem & jewellery.

Impact on Sri Lanka's Economy

  • Apparel Industry: Accounts for ~56% of industrial exports to the U.S.

  • Tea Industry: Contributes ~9% of U.S. exports.

  • Glove Exports: Third-largest commodity to the U.S., around 5%.
